Federal Budget 2026-27: Australia Pivots to Onshore-First and High-Human Capital Migration
The Australian Government has released its new Federal Budget for 2026-27, and it brings a big shift in how people can get permanent residency (PR), especially through the permanent skilled visa pathway. Here is the breakdown of the six major changes you need to know.
Net Overseas Migration & Permanent Migration Program
The government confirmed the 2026-27 Net Overseas Migration will be 245,000, down from the last program year. The Net Overseas Migration is also projected to be stable at 225,000 in 2028-29 and 2029-30.
The government will also keep the total number of the Permanent Migration Program at 185,000 places for the 2026-27 financial year. However, they are changing who gets them:
- Onshore priority: 129,590 places are reserved specifically for people already living in Australia.
- Skills First: Over 70% (132,240 places) of total places will go to skilled workers.
- Limited numbers for offshore candidates: Only a small portion of visas (55,110 places) will go to people applying from overseas, and these will be saved for top-tier experts in fields Australia desperately needs.

Reforming the Point Test: Selecting the Brightest Young Professionals
Most people get their PR through point test visas, including the 189 Visa, 190 Visa, and 491 Visa, where you get points for age, English, and education. The government is updating this test to make it fairer and more effective.
- The Goal: To pick migrants who are younger, highly educated, and have specialised skills.
- The Reason: The government wants people who will have long, successful careers and contribute to Australia’s economy for many years.

Faster Recognition for Your Skills
One of the biggest challenges for migrants is having a degree or trade from home that isn’t recognised in Australia. The government is investing AUD 85.2 million to fix this:
- A new, modern assessment system will integrate occupational licensing directly into the process by the Trade Recognition Australia (TRA).
- The government will work with States and Territories to pilot streamlined “assessment-to-licensing” pathways for priority trades like electricians and plumbers.
- A new program will help onshore visa holders get their existing qualifications and practical experience recognised quickly so they can enter the workforce immediately.

Strengthening System Integrity
The government has allocated AUD 167.4 million to protect the fairness of the system and to strengthen migration integrity. A significant portion (AUD 74.2 million) is dedicated to the Federal Courts to tackle the misuse of the protection visa system. By increasing the efficiency of judicial reviews and establishing duty lawyer pilots in Sydney and Melbourne, the government aims to close loopholes used to bypass standard migration pathways.
