The differences between the Regional Sponsored Migration Scheme visa (RSMS) (subclass 187) and the Temporary Work (Skilled) visa (subclass 457) is that the RSMS is a Permanent Residence visa and the 457 is a Temporary Residence visa.
Temporary Work (Skilled) visa
This visa allows skilled workers to come to Australia and work for an approved business for up to four years.
You must be sponsored by an approved business. A business can sponsor someone for this visa if they cannot find an Australian citizen or permanent resident to do the skilled work.
You can be in or outside Australia when you lodge your application.
RSMS
The Regional Sponsored Migration Scheme visa (subclass 187) is for skilled workers who want to work in regional Australia. This visa involves a two-step process, firstly, nomination by an approved Australian employer and then an application under the nominated stream. It is part of the Permanent Employer Sponsored Visa program.
The visa is a permanent resident visa Australia. You can be in or outside Australia when you apply. If you are in Australia, you must hold a substantive visa or a bridging visa A, B or C.
The visa has three streams:

The Temporary Residence Transition stream is for subclass 457 visa holders who have worked for two years, while holding a subclass 457 visa, in the same occupation with their nominating employer (who has lodged a valid nomination with us under the Temporary Residence Transition stream), who wants to offer them a permanent position in that occupation.

The Direct Entry stream is for:

People who have been nominated by their employer under the Direct Entry stream

people who have never, or only briefly, worked in Australia

temporary residents who do not qualify for the Temporary Residence Transition stream; or

The Agreement stream is for people nominated by an employer through a labour agreement.

Requirements for Australia RSMS Permanent Visa
If you are an applicant applying for the RSMS visa you must be nominated within 6 months of applying for the RSMS visa, you must be under the age of 50 at the time of lodgment, have the required skills and qualifications for the position you have been nominated in, you must hold a registration, licence or professional membership or a full assessment by a relevant authority.
You must make a genuine effort to begin employment with your employer within 6 months of your first entry to Australia if you were granted the visa whilst you were outside of Australia.
You and your family must comply with all visa conditions and Australian laws.
Appropriate English language skills for Direct Entry Stream or Residence Transition Stream unless you are exempt.
Health and Character requirements are to also be met.
BENEFITS
You can include your partner (married or de facto), yours or your partner’s dependent children or other dependent relatives in your application.
Please Note: they must also meet the requirements for including family members in your application and relationship evidence will also be required and they must also meet the health and character requirements.
You can stay in Australia indefinitely, work or study, enroll in Medicare, Australia’s Scheme for health related care and expenses, if eligible apply for Australian Citizenship, you may be able to sponsor eligible relatives for permanent residency and be able to travel to and from Australia for 5 years from the date the visa is granted.
Requirements for Australia 457 Temporary Work Visa
If you are an applicant applying for the Temporary Work (Skilled) visa (subclass 457) you must be sponsored by an employer, the employer can be an Australian or an overseas business. This visa can be granted between 3 months and 4 years.
There are 3 stages in apply for the 457 work visa:

Employer must apply to be an approved sponsor the sponsorship lasts 3 years.

Employer nominates a skilled position

Employee applies for a visa for the nominated position
You must demonstrate minimum English language, skills and experience to be able to perform the nominated occupation (skill assessment may be required), health insurance, health and character check, as well as a declaration concerning Australian values and laws must be met.
BENEFITS
Work in Australia of between one day and 4 years, you may include dependents who can work or study on visa, no limit on the number of times they can travel in and out of Australia.
